During the early 1900s, Railroads were looking for more economical ways to transport people on some of the lesser known branch lines. Brill pioneered some of the earliest versions of what would eventually evolve into Budds RDC concept in the 1950s. This W&R model is among their nicest models and is one of very few Chesapeake & Ohio prototype they produced!
